For SPDX / REUSE compliance:

  • Create LICENSES directory under the top level of the project.
  • Copy in relevant licenses, and name as specified. e.g. GPL-2.0-only.txt.

You're right. I looked at the project https://github.com/ARM-software/u-boot/tree/master/Licenses. There really is such a directory + readme in it, maybe we also need something like this.
