Consider removing open watcom source files #427

Currently we include the source files for Open Watcom under programs/develop/open watcom/. Wikipedia info here.

Looks like nothing has been touched for ~19years, but some modifications were made for KOS. The last commit was 9yrs ago by @dunkaist

I cannot see any code that relies on this compiler.
Proposal is to remove the files from the KOS repo- but needs stakeholder feedback. @Burer on Discord suggested it may be a useful resource.
