The headers stay Linux 4.6.x, which the tree's DRM core is built on. These are small additive backports from Linux 4.9 (4.9.337) needed to build the amdgpu and nouveau ports. Modified headers only gain missing struct fields, prototypes and macros. New headers are minimal stubs, plus a few files taken from Linux 4.9: kfifo.h, amdgpu_drm.h, nouveau_drm.h, drm_encoder_slave.h, i2c/ch7006.h, i2c/sil164.h, fence-array.h.
