Updated API so applications can easily send ARP announcements, keep track of ARP conflicts.
Zeroconfig now supports padding option and sends ARP announcements if needed. Also some refactoring/cleanup. git-svn-id: svn://kolibrios.org@3200 a494cfbc-eb01-0410-851d-a64ba20cac60
