Maxim Logaev da6b48ccd3 CI/CD: Added CI, without MSVC (en_US and ru_RU) ...

- Added `install_kgcc` script;
- Added `checker.pl` script to check the kernel codestyle;
- Added build of en_US and ru_RU versions of images.
Known problem: projects that require the proprietary MSVC compiler are
not built.
