With the migration of SVN --> Gitea ~

The file data/common.templates/table_apps(rus).csv should have SVN links updated to git equivalent.
What is the purpose of this file?
If this file is no longer useful (?). Then remove.

If we are maintaining, we should consider changing encoding from CP866 -> UTF-8 (unless it's used in KolibriOS??).
