This PR implements a generic wrapper for Syscall 74 for networking. It provides a single entry point for all network queries (device info, stats, etc.) by passing subfunctions through a common wrapper. Supports both standard and u64 returns. Tested it out here: Screenshot 2026-03-15 112626.png Let me know if i should improve on something

i followed 74.10, bit 0 is link up status but it seems drivers in qemu sometimes fail to set that bit so now ive changed that to be up if even valid speed is present. is that okay?
